There has been an overall emphasis on operating costs reduction in the shipping industry in recent years. A search for least cost locations, as well as maintenance reduction and the trend to prolonging the life of the vessels has led to operational difficulties for many companies. Reliability and modern manning standards have been questioned, and the human element aspect has been particularly identified for concern. The industry is trying to improve its image and to improve safety by developing quality via the ISM Code and the revised STCW convention. This paper is intended to look at these developments, and in particular reliability aspects, and to analyse possible future technical fleet management trends. The paper also introduces MASSOP (Management Structures of Shipowners and Operators), a research project, partially funded by the European Union which will analyse the industry and suggest new management structures.
