The elderly and disabled constitute an increasingly important segment of the population. These travelers possess different physical capabilities that result in a range of transportation needs and mobility problems. This paper outlines a methodology to investigate the adoption of Intelligent Transportation Systems (ITS) technologies to meet the transportation needs of the elderly and disabled travelers, and the potential of such technologies in increasing the mobility and accessibility of those travelers. Initial results, in a research project adopting this framework at the University of California at Davis, illustrated that there will not be a single effective advanced technology that can address the transportation needs and problems of these people. There is a need to functionally segment the special needs of these travelers, to match the suitable transportation technologies with the needs and difficulties of each segment. Several techniques are used in this research effort, ranging from travel surveys to interviews and lab experiments. A stated preference survey will also be conducted at the end of the study to estimate the latent demand of the elderly and disabled persons (the number of additional trips those people would make if certain barriers were removed).
