This paper first mentions briefly the origin of the rules contained in leaflet no. 623 of the Union Internationale des Chemins de Fer (U.I.C.). Then it mentions some general views concerning the output that may be maintained without risk in railway traction and some special requirements of this service. Furthermore it deals with the relation between the 'rules' and the various construction problems, both concerning the definition of the power output given in 'Part A' and the acceptance tests laid down in 'Part B' of U.I.C. Leaflet no. 623. These considerations lead to some questions to the diesel engine builders about future possibilities that certain evolutions in construction might offer for railway traction.
