Flat wheels have caused damage of unknown magnitudes to the railroad track structure and rolling stock for many years. Development of techniques for economically and reliably locating defective wheels have been slow in coming. Recent work done by Conrail's Technical Services Laboratory in conjunction with other Conrail departments has opened a path toward improvement in understanding, defining and identifying defective wheels. This paper describes both the shortcomings of the existing AAR limit for flatwheels in interchange service, and actual dynamic loads and associated wheel profile data gathered during this project. Using this background information, a methodology for development of an improved gauging system is presented.
