This paper is concerned with driver information systems which address drivers during the course of their journey. Such systems are designed primarily to give appropriate information or guidance to drivers to enable them to make a more appropriate choice of route than they would otherwise make. Driver information systems will typically use either variable message signs (VMS) or in-vehicle equipment and will typically attempt to ensure that the information presented to drivers reflects, in a reliable way, current and expected traffic conditions in a network. The objectives of a driver information system, in addition to providing benefits to individual drivers, may also include the more effective and efficient use of the network as a whole. This paper presents some of the difficulties which have to be confronted in designing such an information system and presents a design approach which has been adopted for a VMS system in Scotland. The paper first presents the requirements for an effective driver information system; these are valid whatever the detailed objectives of the system or the means for presenting information to drivers. It then presents an operational approach which fulfils those requirements and finally system design requirements which support the operational approach.
