Australia is currently embarking on its first submarine construction program. This program involves the fabrication of 6 Swedish designed Type 471 submarines as replacement for the aging Oberon Class fleet with the option of an additional two submarines at a later time. The pressure hull of the new submarines is to be fabricated from a new type of quenched and tempered steel which incorporates a significant component of microalloying to attain a high yield strength of 690 MPa. This microalloy augmented martensitic steel represents a radical departure from conventional quenched and tempered submarine hull steels. In order to qualify for use in the critical hull structure of the new submarines this steel has undergone an extensive and rigorous mechanical testing program including the discriminating high strain rate test for submarine hull steels: the explosion bulge test. This presentation commences with a brief history of the development of submarine steel in the western world from 1945 to the present day. The qualification of the hull steel, BIS 812 EMA, to be incorporated in the new Type 471 Submarine is then outlined with emphasis on achieving specified toughness and shock loading properties. Finally, an experimental program aimed at elucidating the temperature transition behaviour of this steel under explosive loading conditions is described.
