Regulation of nitrogen oxide and hydrocarbon emissions arises from concerns that sustained nitrogen deposition would exacerbate soil and surface water acidification and secondary pollutants, particularly ozone, are a major factor in the decline of Europe's forests. This paper summarises the development and current extent of forest decline in Europe, and reviews the major explanatory hypotheses with particular reference to vehicular emissions.
