The need to operate DoD communications networks on both military and commercial satellites requires an integrated management system which can plan, control and monitor the warfighter's Earth and space segment assets. This paper describes a management system architecture, suitable for the 21st century, which can be adapted to the defense information infrastructure control center (DIICC) hierarchy. The paper provides an overview of the differences between current military and commercial management systems, presents an operational concept for a future integrated system, lists functional requirements, and discusses enterprise and database management issues. Although the paper deals with SHF satellite systems, many of the concepts presented can be extended to UHF (225 MHz to 400 MHz) and EHF (44/20 GHz) satellite systems. The SHF bands include military satellites operating at X-band (8/7 GHz) and commercial satellites operating at C-band (6/4 GHz) and Ku-band (14/11 or 12 GHz).
