An overall dynamic model of the standards development process that was developed to document savings potentially obtainable from standards improvements in the Defense Information System (DIS) is presented. DIS is defined as the aggregation of all US Department of Defense information systems, including sensors, data entry devices, displays, communications networks, and computer resources. The model provides a 20-yr view of the application of standards to DIS programs. Quantitative measures of performance are calculated, and standards resource allocation is optimized.
