A general guideline that explains how to access nonrecurring and recurring work measurement system (WMS) costs over the manufacturing life of a program is presented. The annual recurring labor costs should be multiplied by the number of years of manufacturing life left in the program to estimate the total recurring WMS costs for the program. This cost model is a guide as to how a contractor could develop reasonable WMS costs over the manufacturing life of a program. The WMS cost model includes all the essential requirements that should result in an effective management information and cost control system on an ongoing basis. It provides a structured approach to developing WMS costs.
