In the 1990s, the United States must use the high ground of space if it is to keep pace with an evolving threat. A space based, wide area surveillance system with the capability to detect and track ships and aircraft in all weather conditions, day or night, could provide long-range surveillance, tracking, targeting and intelligence information to tactical commanders, enabling then to revolutionize planning and tactics and to deny the enemy the element of surprise.
