Change is an integral part of any useful operational system and is required for any number of reasons, ranging from minor errors that exist in the system to major system upgrades to meet totally new and different requirements. For the Department of Defense (DOD), the manner in which systems are changed is of significant interest. Major system upgrades occur in virtually every system at various times during their operational lifetime. One way to manage the changes and to reduce the long-term costs associated with them is the use of the Ada programming language. This issue can be illustrated with two examples. The US Army is updating a management information system to produce a new Army standard system. This system is composed of several major components, some of which have been implemented in COBOL. The other components are being implemented in Ada.
