The Navy's inheritance from its communication process can be seen most readily in the production and dissemination of electronic warfare (EW) information. Today's EW data processing systems purport to transform all sensor data into reports containing information. The transformation is conducted according to rules that account for the actuarial integrity of the data without assessing the knowledge enhancing content of each report. In essence, the information age of the electronic battle faces a 'punched-paper-tape' mentality, and researchers labor under this handicap as they develop the next generation of decision support processors. The author discusses how the Navy should and does develop decision support processors.
