The development and execution of an effective command, control and communications countermeasures (C3CM) strategy require the combined efforts of planners, operators and intelligence specialists. While the theme of the strategy depends on the commander's guidance, how the strategy is executed depends heavily on the capabilities of the forces and assets available to execute it. A major contributor to the development and execution of an effective strategy is intelligence support. The US Air Force has been working to develop an intelligence architecture to support C3CM that includes automation support, data base development, personnel, communications requirements, intelligence sources, timeliness requirements and effectiveness evaluations.
