Outlines the development of a small, light weight anchor which is capable of performing cable anchoring, cutting, and holding at a sea depth of 8000 m. When a submarine optical fiber cable is lifted from the deep, excessive fiber strain comes into play if the cable is not cut on the seabed. The design methods are shown for an anchor which has cutting and recovery functions that operate by holding the cut end of the cable. The results of land and marine experiments are also shown.
