The best approach for applying new methodologies begins by understanding both the strengths and weaknesses of the methodologies and the requirements that characterize the development. Some military standards made this difficult to do because they set forth a rigorous approach that, lacking any other documented methodology, government and industry followed in a step-by-step manner. The new DOD standards (DOD-STD-2167 and DOD-STD-2168) attempt to correct this problem by directing that their application be tailored appropriately to the development efforts to which they are applied. As descriptions and guidance relative to new methodologies are incorporated into the standards, the acquisition/development process can become more effective. It is hoped that the three-dimensional view of the development life cycle can assist in the understanding of new methodologies by providing a more enlightened view of the benefits they provide and the implications of applying them to the solution of software development problems.
