Consistent application of the Message Exchange Occurrence (MEO) concept allows development of an automated tool that accurately describes the Marine Corps. C2 architecture. This tool is the integrated information base. The information base integrates the information required to specify an MEO, and system interoperability is inherent in an MEO. With such a tool at their disposal, military planners can model C2 systems, on the modern battle-field effectively without being distracted by interoperability issues. However, developing an automated tool based on the MEO concept is not an easy task, though the concept itself is simple. A significant amount of information must be associated with the MEO to cover the breadth of issues that military planners must address. These issues may include cost and scheduling of a system in addition to standards and specifications The Marine Corps currently is in the early stages of developing a C2 interoperability database that embodies the MEO concept. Implementation of this database is scheduled to occur over the next two years. Completion of this project will validate the practical application of the MEO concept and provide the Marine Corps with an effective tool to achieve interoperability among its C2 systems.
