Road Traffic Informatics (RTI) is an emerging field in which the application of Information Technology is expected to provide higher efficiency in road-traffic management, which is crucial for maximising the overall utilisation of the road-transport infrastructure. Current research concerning RTI has highlighted a need for multi-point data services to convey, for instance, information concerning the state of roads between mobiles and information centres. Second generation cellular-radio systems such as GSM are designed mainly to support voice and limited data communication and they are not suited to RTI related communications in which the communication requirement varies considerably for different applications. This paper describes a new access protocol for packet based data communications suitable for RTI applications. It exploits the GSM cellular mobile functionality whilst requiring minimum modification of the existing system. A simultaneous downlink broadcast capability whilst maintaining a bi-directional short message service is an inherent feature of this protocol.
