An aeronautical satellite communications system design and architectural plan was developed in late 1985 by a special ARINC design team. This effort responded to an expressed airline need to implement as soon as practical a high-capacity, worldwide, high-quality satellite system. Requirements included voice and data in an integrated communications, navigation, and surveillance system to be owned and operated by the airlines. This paper briefly describes the requirements, the design factors, the general architecture, and actions taken so far to establish and implement this first dedicated aeronautical satellite communications system. The plans for both a long-term unified system utilizing six satellites and an early-entry limited system are described.
