To the railway passenger air-conditioning signifies comfort, but to the operator it signifies additional weight, complexity and maintenance obligation. It is the task of the equipment supplier to satisfy the passengers' expectations whilst minimising the costs to the operator. It is worth restating the reasons for air-conditioning rail passenger vehicles. The earliest requirement was to provide comfortable travelling conditions for first-class passengers in hot climates and this practice is extending to lower class travel. A second phase started in the 1950's when increasing speeds on railways in the temperature countries of Europe and America caused carriage designers to abandon opening windows and install fixed double glazing in the interests of reduced wind resistance and lower interior noise levels. This change brought with it a need for air-conditioning, and the successful development of reversible systems now also offers reduced heating costs.
