Ein generischer Prozeß zur Bewertung neuer Technologien und Konzepte für Lufttransportsystems wurde entwickelt. Methoden der Lebenszyklus Kosten-Nutzen Analysen für Herstellung und Betrieb von Flugzeugen sind im Fokus der Arbeit. Zum Nachweis der Tauglichkeit des Prozesses und seiner Methoden wird ein innovatives Betriebskonzept für Langstreckenflugzeuge untersucht, das bei langen Flügen Zwischenlandungen zum Betanken vorsieht. Gemäß dem vorgestellten Prozeß wird das Intermediate Stop Operations (ISO) Konzept vor allem bzgl. seiner Auswirkungen auf das Lufttransportsystem analysiert. Dazu gehören Analysen zur Treibstoff-Effizienz, Kosten- Nutzen Analysen, Sicherheitsbetrachtungen und Analysen zur Integrierbarkeit in existierende Streckennetze. Das Ergebnis dieses Anwendungsfalls liefert eine umfassende Entscheidungsgrundlage für die weitere Entwicklung von ISO.

    This research focusses on the development of a generic process to evaluate the air transportation system (ATS). Methods for the economic assessment from the aircraft operators and manufacturers point of view are in the center of attention. The introduced methodology provides answers to the growing need for a holistic assessment methodology for technologies and processes regarding the ATS. A systems engineering approach for problem solving is adapted from a generic process description and modeled towards an ATS-specific framework for technology assessment. The main steps of this process are: process trigger, requirements formulation, system synthesis, system analysis/technology evaluation, and decision making. Examples for application to the ATS as well as supporting, ATS-related methodologies are given for each step. The research focusses on the technology evaluation step. Key performance ar eas (KPAs) and relevant key performance indicators (KPIs) for each area are introduced. A multi-stakeholder and multi-system elements view as well as different scopes to the ATS are introduced, as part of the systems engineering approach. The process is applied to an example ATS problem to demonstrate and prove its applicability. The concept of staging long-range flights for, primarily, fuel saving purposes is chosen. The so-called intermediate stops operations (ISO) concept is processed through all steps of the introduced approach. The technology assessment includes fuel analysis, cost-benefit analysis, and a safety as well as an airline network compatibility analysis. Especially the latter two help incorporating the view of multiple stakeholders into the ISO concept. The different performance parameters are combined to one overall metric using a multi-criteria decision making (MCDM) method. This work is tailoring known systems engineering principles to a general technology evaluation process for the ATS. Economic evaluation shows to be important within such an assessment approach. A methodology for the economic assessment of the manufacturer and the operator is derived. This methodology is solely based on publicly available economic, technical, and process data. By doing so, issues with industry proprietary data are circumvented. This makes the method, in combination with its level of detail, a novelty in the area of top-down life cycle cost-benefit analysis for aviation. Up to now, research on ISO mainly focusses on single flight analyses. This research provides information on ISO that expands current knowledge. This includes the consideration of real routes and airports for a global fuel saving assessment, the cost-benefit analysis of ISO, safety considerations, and schedule feasibility investigations.
