As the number of electric vehicles, powered fully or partially by electricity from the grid, increases over the coming decades, the load on the grid will substantially increase. The size of the load and the time when this load connects could affect the build out of new generation and the upgrades to existing transmission and distribution equipment. In anticipation of more widespread deployments of gridcharged vehicles, termed electric vehicles (EVs) in this paper, many utilities are considering ways in which to promote controlled charging of these vehicles. If the load is connected during light-load, offpeak hour, the lowest cost generation can serve it. Understanding the value of controlled charging versus uncontrolled charging is complex and has a significant regional dependence. This paper examines the value of alterative EV charging strategies for a realistic system with a 1200MW peak load. Specifically, different charging strategies are examined to illustrate the impact of these strategies on the total variable cost of generation and the carbon emissions. This paper highlights the value associated with controlled EV charging and attempts to answer the following question: What are the cost savings that can be realized if the EV load can be served during off-peak hours? The answer of this question can be compared to the cost of implementing the program, which will include the expenditures needed to monitor and control EV charging, and providing sufficient incentives so customers participate.
