Lärm ist das große Umweltproblem der Eisenbahn, welches Kosten verursacht und damit die Konkurrenzfähigkeit des Sektors schwächt. Unmittelbare Lärmschutzkosten entstehen heute primär für die Errichtung von Schallschutzwänden und den Einbau von Schallschutzfenstern. Es entstehen der Volkswirtschaft aber bei Neubaustrecken in vielen Fällen auch indirekte Kosten durch teure Tunnel oder Trassentieflegungen, wenn die betroffene Bevölkerung eine konventionelle Trasse wegen der zu erwartenden Lärmbelastung nicht akzeptiert. In diesem Beitrag werden die physikalischen, wirtschaftlichen und technologischen Rahmenbedingungen für eine fahrzeugseitige Bahnlärmminderung analysiert und ein gemeinschaftsrechtlich konformes Anreizsystem zur Förderung lärmarmer Schienenfahrzeuge entwickelt.
Noise is the big environmental problem of the railways. Noise causes costs and thus lowers the competitiveness of the sector. Today, direct noise costs are caused primarily by noise barriers and sound insulating windows. However, there is also a lot of indirect cost for the construction of tunnels and lines in cuttings when people oppose new conventional railway lines due to their concerns about railway noise. This paper shows the analysis of the scientific, economic and technological framework for a vehicle related railway noise abatement and makes a proposal for an incentive system that is able to stimulate the use of low noise rolling stock in way that is compliant with European legislation.
