This paper presents the new indoor facility concept for bi-static electromagnetic measurements and tests developed at INTA, Spain. The system has been conceived to be versatile enough to be employed in several applications such as near-field antenna measurements, material absorption tests, electromagnetic characterization of materials or near-field radar cross section measurements. The intention was to establish full bi-static test capabilities in a wide frequency range of 6 GHz - 26.5 GHz and due to space constraints (the chamber could only be extended up to 5.5x6.0x3.7 m3) the new facility was conceived as a near-field scheme. The system, fabricated by Orbit/FR, Germany and Alava Ingenieros, Spain, has recently been delivered and consists of a dual-axis azimuth turntable and two elevated scanning arms, which establish a bi-static, spherical field scanner. While one elevated scanning arm is holding the transmitting antenna and traveling on a radius from one horizon to the other, a second elevated scanning arm with the same radius and travel range for the receiving antenna is mounted on the azimuth turntable. In this way any combination of angles between the center and the two antennas can be established. With the choice for high-resolution encoders the system will be among the most accurate measurement ranges that cover a full hemispherical pattern in one setup. The system is versatile enough to be used for different electromagnetic tests such as electromagnetic characterization of materials, Radar Absorbing Materials (RAM) measurements or spherical near-field antenna measurements. The group is specially interested in RCS analysis and the new facility will be employed for near-field to far-field transformations (NFFFT) research in this area. It has to be taken into account that the whole facility is under examination and if its performance is satisfactory, it could be faced the possibility to scale it to bigger dimensions, so that bigger size problems (antennas, targets probably up to a whole aircraft, materials) or higher frequencies could be measured.
