It is widely recognized that existing Automated Incident Detection (AID) techniques and algorithms developed over the years by the Intelligent Transportation Community (ITS) cannot detect all kinds of incidents and moreover have high false positive rate. A simple corollary of this state of affairs is that Vehicular ad Hoc Networks must continue to play an active role in providing this service to the community of traffic participants. Of particular import is to detect the presence of road anomalies including accidents, broken cars and potholes. The main contribution of this paper is a probabilistic technique, that uses vehicle to infrastructure communications, to detect both temporary incidents, such as accidents and broken cars, and permanent road anomalies, including potholes, surface water, and speed bumps. The technique that has been developed is meant to supplement existing AID mechanism and techniques especially in non-dense traffic.
