Empirical evidences accumulated over time, confirmed by recent analytical analysis, have shown that under most highway scenarios Vehicular Ad Hoc Networks (VANETs) tend to be disconnected, consisting of a collection of disjoint clusters, where each cluster enjoys end-to-end connectivity. To overcome the limitations imposed by lack of connectivity, several researchers have proposed using cars as data mules. Some of these protocols rely on oncoming cars to connect disjoint clusters while others give cars the responsibility to hold packets until connectivity is established. However, even in the presence of connectivity it may be better for a car to keep the packet and act as a data mule. The main contribution of this paper is to introduce SODA - a Smart Opportunistic Data dissemination Approach for VANETs. In SODA, even if a car has connectivity to other cars on the road, it may decide not to disseminate the packet when this may lead to wasting bandwidth and/or cause routing loops. SODA is not designed for very dense traffic where most existing protocols work well. Instead, SODA was designed with disconnected scenarios in mind, where packets need to be disseminated in a clever way. This paper proposes a new data dissemination approach called Smart Opportunistic Data dissemination Approach for VANETs (SODA). SODA is designed while having disconnection between cars on the road in mind. In SODA, a packet is being disseminated between cars in a clever way to avoid wasting bandwidth and time. As it will be shown shortly, even if connectivity exists, it may be better for a car to hold the packet, acting as data mule, than to send it to cars ahead on the road. This paper is organized as follows. In section II, related routing and data dissemination techniques are discussed. Section III is devoted to present SODA. In section 6, the performance analysis for SODA is presented and compared with other techniques. Finally, the authors present conclusion and discuss future work in section V.
