Car-to-Car (C2C) communication is a promising future technology for passenger safety and comfort application like Self-Organizing Traffic Information System (SOTIS), which is based on a broadcast packet transmission. Due to upcoming large penetration rates in combination with a high mobility of networks, a congestion control will need to be performed in a decentralized and self-organized way. This paper investigates a novel congestion control based on a power or rate adaptation to limit the number of colliding packets and starving nodes. For this reason, every node utilizes the channel busyness ratio, observed at the MAC layer, to calculate the load to the wireless channel. Additionally, the average transmit power or update rate from the local environment is calculated. This is necessary to achieve a smooth adaptation of the transmit power or update rate with respect to other nodes.
