Surface Movement Radar (SMR) technology has evolved over the years as part of an effort to mitigate runway incursion risks and enhance airport capacity. Surface movement surveillance systems of various types were installed in major airport as early as the 1960s. and have continued to evolve. SMR technology is a key factor in reducing runway incursions, which is further detailed in the 2001 hearing before the United States Congress Subcommittee on Aviation. This paper will discuss the high level tradeoffs in SMR design and the reasons for gradually migrating from Ku band to X band, as well as state of the art SMR architectures. Additionally, a feasibility study of multi- mode SMR, which allows for simultaneous surface detection and sub clutter performance utilizing Doppler processing, will be discussed. The study was conducted on the Sensis Corporation solid state high performance surface movement radar (SMRi). The results prove that it is possible to add a Doppler processor to the SMRi within its current building blocks and enhance its capabilities to detect moving targets under the clutter simultaneously with its surface function.
