Recycling of materials is strongly associated with the economics of producing raw materials. This implies that for a financially self-sustaining system, the value of the recycled materials must exceed the costs of producing them and that materials have to pay for their own recycling. The costs of recycling can be roughly divided into logistical costs (collection, transport, and so on) and processing costs (size reduction, liberation, separation, metallurgy, and so on). Processing costs depend heavily on the complexity of the recycled object. In Europe, industry and governments have agreed on the need for waste reduction and on substantial improvements in the economic frontier conditions of recycling to achieve this goal. The large scale mechanical processing of ELVs (end-of-life vehicles) started in the United States and was improved in Europe. In the United States, ELV recycling focused on high volumes while in Europe, optimization of processing plants was directed at high grades and recoveries. Legislation by the EC (European Commission) and the fast-growing consumption of metals in China has created an uneven playing field and new markets, which influences the technological developments in the United States and the European Union. In the Netherlands, the EC legislation has been implemented by car dismantling and in the future, mechanical auto shredder residue processing will be added to reduce cost. The recycling industry in Europe was often performing differently before these agreements were formalized in legislation in recent years. This legislation forced the recycling industry to develop new and economical recycling processes and the manufacturing industry to integrate recycling aspects into the design of their future products. Because of the product responsibility, proper design for recycling greatly improves the recyclability of products as well as the quality and recovery rate of materials attainable in recycling. New materials, energy-consumption, safety, and other factors have changed the design of the automobile and will influence the processes of cars significantly.
