The introduction of new electronic interlocking systems (ESTW) requires the preparation of a risk analysis in accordance to CENELEC (European Committee for Electrotechnical Standardization. At present, there is only little experience in application of these new risk orientated CENELEC regulations, that are totally different from the former engineering rules used for the development and type approval of signalling equipment for railways. At first it was made a functional risk analysis in order to derive the safety integrity targets applicable for the electronic interlocking system at the german railway company. The idea of a functional approach to risk analysis is shown, the risk acceptance criteria were defined, its usability by analysing the electronic interlocking system is demonstrated and first results of this trend-setting approach are presented. The operational risk analysis shall determine the risk of using electronic interlocking systems from the railway authority's point of view.
