In this paper, a Surface Management system (SMAN) is introduced that provides advanced planning and automation functionalities in the context of an Advanced Surface Movement Guidance and Control System (A-SMGCS). Airports have become the major bottleneck in the Air Traffic Management (ATM) system, inhibiting the predicted traffic growth. More and more airports are operating at their capacity limit, resulting in operational inefficiencies such as taxi delay, unpunctuality, increased gaseous emissions and controller workload. At most airports, capacity is limited by the maximum possible throughput at the arrival and departure runways. Consequently, a lot of effort has been spent on systems for Arrival Management (AMAN) and Departure Management (DMAN) that improve the flow in and out of airports. Short-term actions to increase capacity are urgently required to improve the situation and to prevent traffic growth from being inhibited by insufficient airport capacity. The concerned SMAN system connects latest advances in airport surveillance and guidance technologies with traffic management systems (AMAN, DMAN) at the ATM network level. Planning functionalities include variable taxi time calculation and departure sequencing which are required to integrate surface traffic with ATM network activities such as arrival or departure management. The automation functionalities include taxi route guidance by automatic taxiway center line light control or on-board navigation display ('follow the green') and intersection sequencing by automatic stop bar control ('give way to').
