Today CEWEP - the Confederation of European Waste-to-Energy Plants - represents about 45 million Mg, i.e. 90% of the European thermal treatment capacity in about 300 WtE-Plants. The waste treatment methods vary throughout Europe. Countries such as Denmark, Austria and Switzerland have been energy recovering and recycling their waste for a many years. Only pretreated waste is deposited on landfills in those countries. In Germany a landfill ban that came effective in the 1st of June 2005 led to the same situation. Within the next 2 to 3 years the present interim landfill sites can be removed and even an over-capacity in WtE-plants is to be expected. The flue gas cleaning systems achieves extremely low emissions with catalytic NOx removal. The technologies therefore differ. The European Waste Incineration Directive, which is now legally binding all over Europe, demands lower emission limits for WtE-plants than for co-incineration facilities such as cement kilns or coal combustion plants. The WtE-plants operate under the Standard of Best Available Technique (BAT) and go up to 90% below the limits for dioxins and heavy metals. Already in 1996 and 1997 extensive tests with the recovery of ASR were carried out in the WTE-plant of Wuerzburg. The results were yet presented on the 3rd International Automobile Recycling Congress in Geneva. The tests implied a recovery of 0%, 24% and even 31% of ASR (as weight). The results show the followig: The emissions were not negatively influenced. The quality of the slag changed accordant to higher charges of heavy metals. No final statement could be made about what quantities of ASR do not harm a WtE-plant in the long run. No negative effects are identifiable. Also other WtE-plants that treat ASR report that an input of ASR in a ratio of less than 10% does neither have significant effects on the quality of slag nor on the emissions. The WtE-plants in Europe represent a total treatment capacity of 50 million Mg. The total amount of ASR that is produced all over Europe is not known. It can be doubted though that this number exceeds 2,5 million Mg. This means that all the ASR could be thermally treated in the available WtE-plants. ASR is not unproblematic to handle and singular plants have made negative experiences with the treatment of ASR. Higher treatment prices have led to a higher collection efficiency of copper and aluminum and several metals with many shredder producers. The costs for 1 Mg of copper are about 10.000 EUR. This means a considerable incentive and reason alone for the reprocessing plants to collect even better quality of ASR and to further invest. Out of this reason especially the quality of the reprocessed copper shoud improve in the near future. The better the quality of the material and the less problems ASR causes while treated, the better will be the costs for its treatment in WtE-plants. Landfill sites will cause endless maintenance. This is clearly against the principle of sustainability. A WtE-plant can produce 600 kWh / electricity and 200 kWh / heating out of 1 t of ASR. In Germany about 300.000 t of ASR are produced annually. Extrapolating this to Europe, there are 3 million t of ASR across Europe. Totally, the following energy could be produced in Europe anually: 1.8 billion kWh / electricity and 600 million kWh / heating. The treatment costs for ASR are less than 1% of the value as new of an automobile.
