ATC systems require highest performance, accuracy, reliability, and configurability. The DFS has developed its own radar data processing system, called PHOENIX, which is applied in a variety of environments, for a variety of purposes, and with a variety of functional requirements. To meet these challenges a series of general concepts had been developed and implemented, which are of general interest for the definition and implementation of advanced ATC and C3 systems. The general concepts developed in the PHOENIX context consider the following aspects of ATC and C 3 systems, as multiradar tracking (MRT) and multisensor data fusion (MSDF); reconfigurable system architectures; distributed scalable multiprocessing; efficient middleware; generalized approaches of configurability; methods of online configuration data distribution; methods of redundancy; software reliability, accuracy, and safety assurance. The paper explains for each item, why it is needed, what is implemented at the DFS in its PHOENIX program, and which general considerations can be derived.
