Secondary surveillance radar (SSR) especially mode S systems, which use selective interrogations, offer advantages that were not foreseen when SSR was developed for the air traffic control system (ATC). Nowadays, in addition to mode S, the automatic dependent surveillance (ADS) is gradually introduced into the practice of civil aviation. Air traffic controller did not have direct access to the operating aircraft controls. He just transmitted (via communication links) his corrective actions to the pilot who could transform them into the appropriate control instructions. The ICAO Committee on the Future Air Navigation Systems (FANS) recommends a mode of flight control with a possibility of a direct intervention of the air traffic controller into the process of flight management along with actions of the pilot and autopilot. This can be done by the insertion of the control signals of flight plan correction and echeloning directly into the Flight Management System (FMS) of an aircraft. This paper deals with the development of the flight management mode, which makes impossible an unauthorized access to the flight control in case of the extreme worst-case situation, like the capture of the aircraft by terrorists in flight. Information and control signals in the proposed system are transmitted using mode 'S' of the secondary radar surveillance system. The invented method and the appropriate device can be implemented in the framework of the modern concept of CNS/ATM and Free flight, and 'flight by wire' method of aviation.
