Requirements from fast developing rural communities in Romania are investigated that can make profit of Earth-resources-oriented space technologies, in the form of small, low-cost surveillance satellites and a supporting ground system. Ecological and environmental, soil management applications for a modernized, small farms agriculture are the first targets. General challenges like water-soil pollution, uncontrolled use of chemicals in agricultural activities are pointed, alike specific Romanian problems regarding dissemination of advanced management-financing systems and environmental-friendly agricultural technologies. A few small, 100 kg LEO satellites and a potentially genuine launch vehicle, developed from a mass of existing, disabled military rocket vehicles is proposed. Some of the specific technological challenges regarding the definition of tasks and reliabihty-vs.-costs solutions are outlined. The main challenge refers to the requirement for an accurate attitude control system, small, reliable and cheap enough to ensure the working capability of the imaging and potentially semi-active, laser remote detecting onboard systems. A ground support system managed as a private, independent entity and centered on a cable TV information and disseminating network is considered as an intrinsic priority.
