This paper proposes a radar system suitable for both air traffic management and surveillance of the airspace around airports. Given the problem of monitoring the airspace in general, there are basically two different approaches that can be taken. One alternative is to involve the flying objects that are to be monitored and rely on their will to cooperate. In order for this to work, it may be necessary to use transponders, GPS-systems etc. This means that any air target with these components missing will not be detected. In particular, the protection against hostile activities is poor. Another alternative is to use a system in which the air targets are passive. This means that all objects (airplanes, helicopters, missiles, ..) are put on an equal footing. Also, the will to cooperate is not central, since no particular activity of the air target is assumed. The radar system consists of a network of radar stations acting both monostatically and, for nearby stations, bistatically. The indata to the system are range and Doppler (monostatic and bistatic respectively). Since no angular information is required, the antennas can be isotropic. As a result, it is not, a priori, clear how to pair data from one measurements with data from another measurement, i.e., to know which data stems from the same target. This problem, the association problem, is met through the signal processing. Targets are, trough trilateration, located with respect to both position and velocity. One of the key features of the system is ist redundancy, which makes it robust.
