Ship-ship collisions have the potential to cause serious maritime accidents with human casualties and environmental damages. Collision avoidance is a major operative task for the ship officer on watch (OOW). Large volumes of marine traffic data are available from shipboard navigation sensor sources such as the Automatic Radar Plotting Aid (ARPA) systems. The accuracy of target data information and how collision risk is displayed to the OOW are of importance for navigational safety at sea. The measurement point of the target echo that forms the basis for calculating ARPA target data is generally not at the target's center, nor at a fixed position on the echo, and may therefore be regarded to cause errors in standard ARPA plotting results. The nature and significance of these errors depends on the definition of measurement point. This has been investigated theoretically by applying a simplified description of target and ist radar echo. A visualization-based collision avoidance support system (VCASS) is proposed as an improvement to standard ARPA displays. It focuses on visually presenting the collision risk of multiple targets and selection of feasible evasive maneuvers by judging the tip of own ship's velocity vector in relation to cone-shaped collision danger regions in true motion. The effect of errors in ARPA data due to different measurement point on target echo is discussed with respect to settings of minimum safety margins in VCASS.
