Maintenance is a significant cost driver to a ships lifecycle costs, operational readiness, and manning requirements. New condition-based maintenance (CBM) technologies, funded by US Navy, Marine Corps, and DARPA S&T investments, afford the Navy exceptional opportunities to reduce these costs. A proof-of-concept implementation transitioned ventilation system equipment onboard a US Navy nuclear aircraft carrier to maintenance based solely on condition, complete with an automated decision support system. Shipboard ventilation systems are distributed throughout a ship, providing cooling bad for critical equipment as well as heating and cooling for sailor occupied spaces. Traditional maintenance procedures on this equipment entail route-based maintenance on a periodic schedule or corrective maintenance when components fail. These approaches to maintenance are costly from resource and quality of life standpoints. The new CBM technology is the foundation for the tools comprising Wireless e-DiagnosticsTM. Wireless e-DiagnosticsTM takes advantage of the ship's LAN infrastructure to wirelessly integrate real-time health monitoring of distributed assets with existing automated scheduling and maintenance software. This paper provides a case study of the proof-of-concept demonstration along with a discussion of the return on investment to the Navy. It is shown, that five of eight of the ventilation systems, which were adressed, were already in need of immediate service. This leads the the authors to challenge for an improved quality management so that the value of CBM can be guarenteed.
