The noise nuisance has increased strongly within the past years. Road traffic is the main reason for that. A suitable instrument to face different noise sources in a coordinated way is the noise abatement plan according to § 47a of the Federal Clean Air Act. According to this paragraph, municipalities have to develop a noise abatement plan for all residential areas, in which a durably high noise pollution appears or is to be expected. Up to now only few cities and municipalities faced this task. The city of Stuttgart has developed a noise abatement plan for the city district of Vaihingen in a pilot project. After the experiences with the creation of the noise abatement plan the following recommendations are made: The participation of the public is highly recommended. If a round table under participation of all relevant groups of the community has worked out a measure concept, this will increase the acceptance of or the pressure to the responsible authorities to carry out these measures. Responsible authorities outside the municipal administration (e.g. federal and regional authorities, Deutsche Bahn AG) should be involved in the planning process at an early stage. These authorities are informed thereby, that the city is developing a noise abatement plan that will include measures which fall in their responsibility. On the other hand the city administration learns which chances of realization of the various measures exist. Usually the city has to try hard to succeed with the implementation of definite measures. This is particularly the case with traffic regulating measures which can be carried out at a slight cost (bans of certain vehicles, speed limits). Further on, permanent information about the liability of the noise abatement plan is required. A noise abatement plan that is set up in the cooperation with all autorities must be able to oblige these authorities to implement the measures. After a certain time, e.g. 5 years a control of the results is to be carried out and the noise abatement plan is to be put on a current level. In addition, the no longer up-to-date noise prevention guidelines of StVO should be adapted to new recognitions by all means. At present the noise abatement plan according to § 47a of the Federal Clean Air Act is the only basis on which measures can be carried out at existing streets.
