Mathematical model of a rotating railway wheel with unbalanced masses of the plate and tyre and continuous mass distribution was developed. The unbalanced masses can be shifted any phase angle from each other. The boundary problem of vibration equations of rotating wheel was solved and used for determination of the free vibration frequency. The phase angle of unbalanced masses was found to be an important factor of the unstable motion of the rotating wheel.
