The concept of using communications services is familiar to most people. The most obvious example is the use of an office, mobile or home telephone where the infrastructure supporting the calls is owned and operated by a telecommunications service company such as Telstra or Optus. In many cases, especially for mobile phones, even the end user equipment is either owned or subsidised by the service provider to facilitate the use of the services offered. Classically, once one enters the world of military communications, ownership of the communications assets and infrastructure by the user is prevalent. There are several reasons for this, which are explored. The concept of service provision specifically for military satellite communications in these areas are then introduced.
