Consumption of vegetable oils in India is forecast to grow at some four per cent a year. In this study it is examined how oils currently enter the country, possible policies to encourage oilseed imports rather than vegetable oils and how this may impact on transport logistics. India is one of three countries driving global vegetable oil consumption and trade. Together with China and Pakistan, the three account for more than a third of total world population and are the world's major importers of edible oils. Currently, it is unclear whether the Indian government will pursue policies to make the country more self-reliant in oilseeds. India needs large investment in its agriculture, especially for promotion of oilseeds and cultivation practices that are largely technology-drive. There is scope for raising the current poor level of yields for major oilseeds like groundnut. The government must strike a balance between the interests of growers, industrial processors and consumers. If it follows policies for aggressive growth in indigenous vegetable oil production and permits imports of oilseeds in preference to vegetable oils, the oilseeds-based sector could witness considerable changes in the trading environment. If oilseed imports are encouraged and do take place on a large scale, it is expected that there could be initial logistic constraints that that Indian importers will have to tackle. These will relate to unloading or cargo, quarantine checks and storage (for bagging etc) within the port premises and movement of imported cargo to the processing unit. There are bound to be initial strains in the system but these would be sorted over a period of time. If the duty is nil or nominal at five per cent, 25 % to 30 % of total oil imported would probably be replaced by oilseeds import.
