Dynamic simulations of two typical modern EMU's (Electrical Multiple Units) have given an indication of the principle cross wind performance of today's vehicles. It has been shown, that stability in cross winds is one of the future challenges when aiming at fast and light rolling stock. Especially the high lateral curve accleration of tilting trains in combination with high train speed led to comparatively low permissible wind speeds. Safety criteria have been described, of which vehicle overturn and track shift were the restricting ones in cross winds. An increase of the UIC track shift limit value for the use in cross winds has been motivated. With these safety criteria and the described wind and track scenario, it is possible to determine the characteristic vehicle curves, which show the permissible wind speed depending on the train speed, although the results seem rather conservative with large safety margins to the overturning wind speed. The characteristic vehicle curves are needed either for a general acceptance procedure or for a detailed risk analysis for a certain railway line the vehicle will be operated on. To avoid restrictions while retaining safe train operation, improvements both on the infrastructure and the vehicles may become necessary. Possible measures like wind fencing, wind monitoring and design changes of the vehicle have been mentioned. Further investigations are necessary on a safety strategy for cross winds combining vehicle and infrastructure and balancing the costs between these two parts. Furthermore, the determination of an appropriate track shift limit value in cross winds is needed. A reduction of conservatism in the overall procedure should be aimed at. The proposed criteria should be tested and evaluated on different European trains, also on trains with a proven safe operating history.
