Time to market and life and test cycle costs are the buzzwords for success in the modern aerospace and defense industry. Since Test and Evaluation accounts for a major portion of the aerospace manufacturer's controllable costs, the implementation of structured methods and advanced operational procedures in Test and Evaluation processing and training may cut those costs by more than 50 %. The Test and Evaluation training scenarios at 'The Boeing Company' require an information system infrastructure that has the flexibility to handle an ever changing testing and quality assuring process, the manufacturing business practices and the ability to capitalize on concurrent, engineering driven continuos improvements. H&F Aeronautical Technologies Corp. designed and developed the extensible Test Information Management (XTIMS) System. It seamlessly links a complex array of strategic test business processes into a logical flow. A process map presents how XTIMS provides the Boeing Company C-17 Globemaster Program with an Information system solution that meets and manages the requirements of the critical business process of testing and evaluation. The Boeing Company employed a structured methodology to identify test specific requirements from a business process perspective. XTNS delivers the information needed. A business process map outlines examples of some of the key business processes, focusing on those processes that maximize the 'Return on Investment' (ROI) and time to market. A simulation and training functionality support the distinct disciplines of T&E requirements definition, test planning, parameter and calibration planning test execution, reporting and scheduling within a single integrated system. It includes a complete cost and schedule integration with build-in real time access to all relevant test data functions. As a result, XTIMS earned high recognition throughout the flight test and space test world for training and operation. It is valued to be used as a true management tool and is worldwide one of the only systems of its kind and is recognized by all major aerospace corporations.
