Soviet Union's and U.S. space programs are discussed to involve permanent facilities in low eath orbit. The two approaches were followed by NASA: manned and unmanned orbital concepts concerning space metallurgy, space medicine and biology, astronomy, and astrophysics, and at last satellite communications. Large space constructions heavely manned and the main problems in solving this problems are analyzed. NASA planning is focusing a space stations as laboratories and operations bases. Benefits and major architectural elements in achieving this goals are presented. (Jarc)
