The maximum permitted levels of smoke emission, and the method of measurement, for new diesel engined vehicles is defined in national and international regulations. This paper sets out the need to be able to quantify the level of smoke emission from vehicles 'in service' and describers the reasons for the selection and subsequent development of what has become known as the 'Lugdown' method. The setting of enforcement standards is discussed and reference is made to the validity of lugdown results in relation to those obtained from steady state tests. (Peters)
