For pt.I see ibid., vol.24, no.5, p.40 (1986). It is argued that the outcome of a current Federal Communications Commission (FCC) proceeding could jeopardize the start-up and economic viability of a multibillion dollar communications industry centered around the 1545-1559 MHz and 1646.5-1660.5 MHz bands (L band) currently allocated to the aeronautical mobile satellite service (R service). The R suffix denotes that the communications in these services are for safety and regularity of flight. The author discusses whether spectrum presently allocated exclusively for communications to support domestic and international air traffic should be shared with the proposed land mobile satellite service.
