In electronic warfare, developing a capability to deal with an opponent's assets requires the use of simulation so that countermeasures can be developed and tested. Although classic radar signatures and their simulation are generally well understood by the tactical EW community, integration of the C3 environment and the complications caused by other signals present in a modern industrialized battle area are not as familiar to defense planners. Operators must be trained to sort out the time-critical, tactically important information from the large number of background 'clutter' signals. These signals must be simulated in a cost-effective manner.
