Examines a highly complex warfare area, considers C3CM as the EW area with the highest near-term payoff, and the relatively mature, threat-reactive EW arena. Long-standing problems of EW (e.g., long acquisition process, uncertain measures of effectiveness) can be accommodated. Development of planned EW systems will provide a large increase in capability and that the R&D community is addressing the known threat. Improved ship and aircraft decoys, jammers and a new strike aircraft EW suite are expected near-term additions to fleet inventory.
