Two programs, one with very high dollar value and the other with an impressive technical challenge, are being prosecuted using a key feature of OMB Bulletin A-109: competition through the formal full-scale development phase with subsequent production award based on capability and life cycle costs demonstrated via the prototypes. These programs are the B-52/KC-135 Weapon System Trainer and the Fighter/Attack Simulator Visual System. The latter program has another A-109 feature - providing the competing companies a performance specification containing some basic requirements and several challenging goals in lieu of a detailed system specification; an equally challenging 'fly-away' unit cost goal; and maximum freedom to design the system to meet these goals.
